Looks like I hit the nail on the head. I was quite a ways off on the ratio, but the sentiment was there.
I don't know that the business has improved by any significant amount, but this will basically wipe out all of the average-joe shareholders. Remaining shareholders will approve some pitiful buyout and the company will begin making money consistently after that.
