It's not that it's low float that makes it weak and easily manipulated, in my opinion.

I think it's the fact that half the shares are held by retail, many of whom are day/swing traders. If institutional ownership can get to about 40-50% that would make the price a little less susceptible to the whims of traders as well as institutional manipulators.
