Penny-Scammers get away with all kinds of things. SEC is overloaded & understaffed. I imagine RDAR will keep the scam going for a while, and cross their fingers the SEC is preoccupied.

Paid promoters must disclose prior otherwise it's an SEC Violation punishable by fines and possible jail time.

"It is easier to fool someone, than to convince them they have been fooled."

For those that don't get it, it means that people need to be more careful, and do good due diligence.
