Yes, they will buy it as long as they can get it at .0001 but as soon as the ask goes to .0002 the buying dries up completely. The reason they don't buy the stock above .0001 is because there is no real confidence the stock is going higher.
If investors actually believed the stock was going to .0007 or .001 those .0002's would be gone as soon as they hit the ask.

Remember that when someone tries to convince you to sell there is something in it for them. It's not because they are concerned about your investment.
