When a company performs an R/S, pre R/S bag holders will have their shares untradeable for a period of time while the company and the brokerages sort things out. Several days, but could be a week or more. During this period, some 'fortunate' individuals that have tradable shares the day of the R/S, will benefit from the artificially low float trading, until the rest of the bag holders are cleared and allowed to dump and run, driving the stock down.
During the low float trading, the bag holders stuck in limbo will see their accounts increase, but will be unable to sell.
People watch for penny stock R/S's and play this temporary low float situation. It is somewhat repeatable, but the risk is high.
