Im still connecting dots a little more before I post more DD but it seems Mr. Howard does a lot of subcontracting work with Prince, they seem to be a huge player in the construction business:

They were awarded the I-75 job and it looks like will be the major contractor for most of the FDOT jobs:

Not sure how accurate Manta is here but Prince is a big time player, shows close to $200 million in revenues and over 300 employees:

I think Mr. Howard rides the coattail of this company and continues to win bids/jobs with FDOT/Prince as the DD is already showing.

Big dollars IMO.
