Here's an easy way to tell that the company would like to dilute today. Last i checked, here were 450,000 +/- up for sale at .0219. 60 seconds before that the same lot was up for sale at .024, then it dropped to .0222 and now to .0219.

What is happening is that an insider/company has put up a big block for sale with an MM who has instructions to always drop one tick below any competing offer.

Ex: If A puts the block up for sale at .024, then B comes along and puts some up for sale at .0235, the MM immediately drops the ASK for A to .0234. If someone then puts some up at .0233, then the MM immediately drops the Ask for A to .0232, and so and so and so.

If anyone cares to, just run an experiment. Put some up for sale at just less than the current Ask for the big block, I'll bet the PPS instantly drops to just below yours.

That's why NO one except the company will make any money on a stock like this. because the company will ALWAYS price theirs for sell before you ... ALWAYS.
