Hi one and all

My son's feance has a 503b . She is looking to invest yet have the option to borrow against it. I know nothing about this so can people lead me by the hand and explain a 503b. Does one pick the financial institution or does the employer. Can one borrow against it and does any one know of such financial institutions. Again they are just looking for suggestion and will use due diligence.
