In a series of exposés Reuters revealed the “Putin-funded think tank,” the Russian Institute for Strategic Studies (RISS), had planned Russia's interfere in the 2016 U.S. presidential elections.

The Reuters’ article named Kremlin-backed Sputnik and RT (Russia Today) as being instrumental in the scheme. In retaliation RIA Novosti reports the Russian State-owned media conglomerate Rossiya Segodnya has cancelled all contacts between Rueters and Russian news agencies.

U.S. intelligence officers said that one paper, published in March 2016, proposed a propaganda attack involving both state-owned news outlets and particularly social media to promote a more Russia-friendly candidate. The essence of these stories were designed to attract the attention of English language speakers who participated frequently on social media, internally referred to internally at RT as botniks. The botniks would be encouraged to repost and share the insinuations reported by Russian English-language state-owned media reaching Americans who don't normally watch or read official Russian state media.

A second paper, allegedly released in October last year, advised the Kremlin to concentrate its propaganda efforts on undermining the legitimacy of the entire US election system.

Russia Today and other state-owned media initially took a more pro-Sanders stance in the earlier period of the 2016 elections campaign, then suddenly switched their allegiance to

Reuters’ sources claimed that both media outlets were then tasked with “producing positive reports on Trump’s quest for the U.S. presidency.”

The Reuters article provoked a sharp rebuke from the Russian authorities and state-owned news outlets. Kremlin spokesperson Dmitry Peskov said that he was unaware of RISS’ reports. While Margarita Simonyan, the editor in chief of Rossiya Segodnya and RT, told RIA Novosti: “Western media have plumbed a new low again.”

The newspaper Vedomosti previously reported that Rossiya Segodnya and several other state-owned outlets were facing steep budget cuts to “non-essential and redundant expenses” as low oil prices and personal sanctions on Putin and his close associates have greatly reduced the money available to pay for the Russian government. In spite of the budget cuts Russian state-owned media focused most of their resources on electing Donald Trump.
