I provided the most probable explanation above. They are not exactly using Deloitte for their financials, and with the limited resources of a small auditing company, even a moderate amount of extra work can easily set back the filing several weeks.

The stop sign is meaningless, many otc stocks dip in and out of it periodically and nothing ever comes out of it. I am sure that once company generates profit they will be able to upgrade their auditing firm and avoid future delays.
