I have always had a hard time understanding the mechanism. They have no shares to sell, and they are attempting to buy cheap shares to give back to the entity they borrowed shares from in the beginning. Buying or "slapping" at the ask tends to drive up the price. If you think a stock will fall in price then I get why you would want to short a stock. I just don't know how you would go about forcing the price to go down thus manipulating the market in your favor. That is probably illegal, and if truly possible, would be exploited every day. I'm missing something about how shorts might be moving the market in their favor.
