Don't get too excited unless you see several buys in succession! Once a buying 'trend' starts, it will obviously be very clear. One buy can turn into one sell within days. I've seen it so many times when you see a 'X'% increase, only to be followed by about the same decrease, not only on FLPC but many shares.
Probably the BoD Cronies buying to try to encourage more buying? It needs to continue for a full working week without dips to know that news is due. If the BOD want to jump start this baby, they should put out a 'Notice of Negotiation' with a potential JV partner to get this to Rocket....even if it's not true!!
You need a FOUR FIGURE % improvement in the SP, then you will know something's really going on!
