The first part of your statement is correct:

OWCP is not a non-profit medical cannabis research organization making creams out of the goodness of their hearts.

Yes indeed they are in it to make a profit, but their profits do not come from the day to day fluctuations of the stock price. It will come from the eventual sale of its cream on the world market. That will take care of both the profits and the share price.
