In my view, it is really the algorithms that are keeping the pps suppressed, not shorting. There is also probably a good degree of naked shorting, by the mm's and probably others. They short the shares back and forth with each other on a short term basis to avoid "fail to delivers." The "reported" short interest does not sufficiently account for the price suppression.
