Yes, but if it got to that I guess the DNR would merely say they were doing it, albeit slowly and without deliberate intent. I think it would be very hard to prove negligence, political bias or obstruction. If the Governor and his cohorts are unwilling to intervene, these guys need to be leaned on heavily by the Administration. There are much needed jobs which they are playing with.
