Below .75 = Bullish
Neutral .75 to 1.00
Above 1.00 = Bearish

Current on GDX

Put volume: 42,941 • Call volume: 14,014 • Put:Call Ratio: 3.06

That's extremely Bearish according to the data I looked at.
