Maybe share authorization limit of 5 billion shares has bee reached?

They will still have all those toxic notes to convert at 50% or so discounts, but the T/A won't issue new shares if they reach their share authorization.

Explore, Inc (MLCG) also is supposed to keep enough shares in reserve to accommodate conversion and dumping, but it is not clear that they have reserved enough shares for that.
