Generally, the SEC (an DOJ also) don't announce investigations before SEC suspensions. I gave a list of suspended tickers in my post here yesterday. I don't believe in any of those (I'd have to check to be sure this is true for ALL of them) had any announcement of an SEC investigation before suspension.

In SPNG and FNRG, the first thing that was publicly announced was the arrests of the top officers the same day as the suspension.
