Go after the source of the problem... if you want to kill weeds... don't rip the leafs off of them... dig them out at the root... go after the naked short sellers... take Les for example... he had his brush with the regulators... many years ago... he received his punishment... paid his dues... the shorts probably saw him as still approachable... and probably did just that... approached him... and worked on him... till they enticed him to cross the lines again... how knows... if it wasn't for the shorts... continuous persistence... in trying to sway Les back... he may not have ever done what he did...

You want your John Does... go after the Naked Shorts... and start solving the problem... for all the shorts targeted stocks... across all the markets...
