After thinking about it, my newest best case speculation is that a couple weeks ago the vendor told Waymack there'd be some delay. The 6k that came out with the licensing deal was waymacks way of saying, I got my part done by end of March but something outside my control is preventing the nda. But then the vendor got back to waymack and said the delay was longer than anticipated. So waymack had to do another 6k and made it more open-ended to avoid yet another delay announcement if it went into may or june.
