The shares that are bought can't be compared. You have to keep in mind that NUGT and DUST has a big price gap to try and compare the shares bought, but if you feel that it's important on NUGT the math comes to 230,020,000 VS DUST at 297,783,612. As you can see the majority is with dust when you multiply the share prices to volume to see where the majority of people are buying.
