I would buy on anything in the 8's. And I already have a sizeable position. Given the pattern, it could be a while before we see 8's again. It has fallen below 9 4 times in the last five years, and it seems to be starting to recover from the most recent low a little while back.

Of course, a trial failure would almost certainly cause a drop to at least that level, but if that happens I'll be lightening up (and getting ready for budget cuts).
