Since it will be a State decision on whether to allow permits to go forward,and not the EPA's,the rescinding of the EPA's permit blocking order,will mean virtually nothing.
At one time,the permits were strictly the domain of the agencies charged with dealing with those licenses.
That has been changed,and now the Legislature has been given a mandate by the people of the State to make any final decision.

The expected EPA announcement will have a very short-lived effect on any stock movement.
If the mine property was situated almost anywhere else in the State,it would have been a go long ago.Here,it would destroy possibly many 1000s of jobs over two States,and the insane tailings dams would be a burden for a 100 years for the State after the miners left.
