He didn't imply that. You just jumped to that conclusion on your own. He said Supreme has cash and has wisely avoided spending it on anything (publicly anyway).

The only thing that Supreme has declared their cash on hand will be used for is the completion of the 7ACRES facility. That is their focus and main objective as of right now. So I would doubt further spending/acquisitions in the near term anyhow.
