3DXP is not a magic bullet, it is just a cool technology that increases lock-in for server platforms at certain types of customers (think in-memory databases) and allows Intel to sell more stuff to the datacenter people aside from CPUs and the other adjacencies it's in.

In mobile devices, Intel's best chance is to build integrated SoCs that combine their LTE/5G modems with ARM CPU cores + third party GPU and the other "stuff" that goes into a mobile SoC and run them thru their own fabs.

Intel still has big gaps in its IP portfolio to fill though before it can build competent mobile SoCs, namely in camera/image signal processor IP. These are the sorts of things that Intel cannot easily license (unlike an ARM CPU core or GPU core) and where Intel's proclaimed mfg prowess won't help them.

Intel thought it could build a world class image signal processor by just buying some small startup (Silicon Hive - https://www.theregister.co.uk/2011/03/17/intel_buys_silicon_hive/) and then building it from there.

Considering the poor quality of Intel's ISPs compared to competition, this didn't work.
