This is from the most recent Proxy statement. So, it seems like the reverse split will probably still happen, however it requires some FINRA approval. After digging a bit, I see the FINRA has specific approval powers over corporate actions in the OTC markets.
Not sure what the holdup is here (why the approval is taking so long) with WARM.
