They possess an Exploration Permit, which basically means they can explore.

Until they find a historical shipwreck, agreed upon by the FBAR, a recovery permit won't be considered.

The previous site, according to Fudd contained so much promise. The permit on that site expires in less than 6 months and will need renewing.
