just need a qualified entity obtain it. Each state is different, but the distributor brought it into NY/NJ. Emperial Americas, dba International Spirits & Beverage Group (spelled different from ISBG) has the Louisiana shipper license so in can come into that state.
But yes, a license is needed for each state. Usually the distributor can also ship it across state lines. The more licenses of others you rely upon they less money you make.
If you can self-distribute, which Emperial Americas could do in TX when they were licensed, the better off you are.
