When will it move? It won't.

They not only have a massive amount of toxic death spiral convertible debt outstanding, but they are seriously delinquent in their legally required SEC filing obligations. They are soon to be 2 years delinquent, and that is the point the SEC regularly suspends, and then revokes, companies.

That can, and will, happen at any time with no warning. One morning the shares will be gone forever.
