Caseload however has been a issue for sure based on this graph - it has been steadily rising so it certainly would have a material impact - that being said, 2015 caseload was up vs 2014 and yet time to disposition was slightly lower. Inefficiencies or "tougher cases" could be part of it.

I've always been of the view of 8-11 months to complete, so I'm my view it's not really that much of an anomaly (ie it's not like 8 months vs 16 months- its really immaterial in my view)
