the lowest standards for entry into the Hall of Fame came in the 1970's when Frankie Frish led the veterans committee with a few of his buds, and together they selected old teamates and baseball friends, many of whom were undeserving. Five of Frish's teamates were selected by the Vet committee during his tenure, and another two were picked shortly after Frish's death when his buds still ran the joint. Now, I'm not saying the players selected were crap, just not HOF material....so many just 'friends of the committee'.
Like George 'HighPockets' Kelly, Rube Marquard, and Chick Hafey. Before Frisch gave him a fresh look and voted him in with the Vet committee, George Kelly was never even able to achieve 2% of the vote in any single year by the Baseball Writers Association.
