Definitely here to stay. Just instead of saying that, no one in question wanted to say so. Non committed answers of resources and what not.

Sessions, for example, said (I'm paraphrasing here) that there's a federal prohibition in place, so if we don't want that anymore, change the law. This is correct, but he easily could have followed up with, "but until it's settled, I'm content leaving it to the states." SOMETHING that would have been an actual stance on it, and not a cop out.

Citing the lack of resources is an indirect way of saying he's not going to bother with it, however.
