2017 PREDICTION.

...the markets will fluctuate.

Other than that your guess is as good as mine.

Never speculate on what you think will happen, only on what the market is telling you today. Since 2017 is in the future we'll just have to wait to see which way the winds blow and adjust the sails accordingly.
