Since this article is from 2011 or so, I doubt the list he provides is still up-to-date. But last time I checked Interactive Brokers and Etrade allowed short selling pennystocks for pretty much anyone with certain minimum requirements.
I myself use a broker that's affiliated with Interactive Brokers.
P.S. This here seems to be an updated list for 2015, but I was too lazy to read it now
