This is not quite right, or least it's an incomplete picture. The FCC is just another govt agency that is mightily influenced by deep pockets. To look at "government" apart from the wealthy that dominate and shape it, is to blame govt and let the rich off scott free. The reason why the FCC has delayed ruling on TLPS is because emensely powerful others have blocked GSAT every step of the way to limit competition. I'm not an investor in GSAT, but I think GSAT will end up doing fine even if TLPS doesn't go through. They have other irons in the fire.
