Actually no Canadians can trade the stock at all since an order in one province is in force in all provinces. I followed up with the CSA and was told the national rule for all provinces prevents a broker from executing orders. As well the Canadians do not recognize the 10-Q as a recognized audit for publicly traded stocks so they are still out of compliance in Canada. The person I contacted at the CSA stated quite clearly 10-Q are not enough and the company also has to file a request to Alberta to have the cease trade order lifted unlike here where the halt is only for ten days then you go gray. They can only do that when they file the proper papers in Alberta. Disclosure in Canada is much stricter. They don't allow pink sheet type stocks to trade there.
