Assuming they find buyers for the proposed Preferred Stock, where do they expect to find funds for the dividend, or will they just put the money aside and not use all the funds received from the sale of the proposed stock?

Why would, BTW, anyone want to buy the Preferred stock at the offer price?

Meantime, it would appear that the market is underwhelmed
