It is possible ( since you said he said the 10k is completed ) that he has stated in the 10k that all the conversion is completed and since it is not completed he is pissed and as can't release the 10k---and he may have to go back and make changes in the 10k if they don't complete the conversion---that will be expensive---I can see why he was PISSED when you were trying to discuss things with him--
