Gem, I'm pretty positive you're misinterpreting that statement. The way it was quoted sounds like Kallo was making that statement under the assumption that 'IF' they got the contract and FUNDS, that they WOULD be "poised" and dedicated to make further investments to better the healthcare structure in Ghana.

If any statement stands out, it's, "His Excellency Dr. Sulley Gariba expressed hope that the proposed project WHEN approved by the competent Ghanaian authorities....".... "WHEN" sounds a tiny bit optimistic, as oppose to "if". I'd feed off that if anything.
