Fwiw, last night I was listening to Zbigniew Brzezinski over on YouTube. He was the main architect of the strategy that ultimately brought down the Soviet Union. A protégée of David Rockefeller, Brzezinski was the chief National Security Advisor for Jimmy Carter.
Brzezinski's long term plan was to destabilize the Soviet Union by radicalizing the Moslems in the southern border areas of the USSR. He actively funded the Mujahideen in Afghanistan, which led to the long and expensive Soviet-Afghan war, which contributed to the collapse of the Soviet Union.
Brzezinski also had the idea of creating a mobile 'Arab Legion' of CIA backed mercenaries and fanatics which could be moved to areas that were to be destabilized. This became 'Al Qaeda', which literally means 'the list', ie the list of CIA backed mercenaries. The British had a similar strategy for destabilization called the Muslim Brotherhood.
With the Soviet Union destroyed, the idea was to have regime change in the former Soviet client states in the Middle East, Iraq, Egypt, Libya, Syria. The US invaded Iraq directly, and then the Arab Spring strategy was used on Egypt and Libya, but bogged down in Syria. Al-Qaeda was rebranded as 'ISIS'.
