Do you have one shred of evidence that has happened? Can you point to a single document that a US agency has said this happened in the case of IMSC?

If not, this is just more pink sheet fantasy.

The US legal system is not based on "they did something bad there, that means they did something bad here". Maybe in Russia, or China, but in the US the legal system is based on evidence on each case. Pink sheet speculation is not evidence.
