I believe that article (from the summer) refers to the initial draft of Palmetto's "no decision" back in May. I am unaware of what OPK had to say at the conference - Does someone know if management provided an explanation then? Was the "final" non-draft verdict from Palmetto anticipated all along, and there's some alternative solution in the works? Seems unlikely IMO..
