Nobody is lying. The truth is that "Those companies you listed did efficacy studies because they "should" do them" as requested by the FDA. So NNVC like everyone else was told by the FDA that they should do them and they did them, or NNVC will be doing them before their IND application is submitted ("voluntarily" complying with the FDA request, LOL) and clinical studies commence.
