The government's just covering it's ass by making sure they have the laws on the books that will take the dumbed-down Americans money when the shit hits the fan. They know collapse is coming and they're prepared to take people's savings/pensions to hopefully keep the government from going under. I'm not sure that can even prevent collapse, most likely not.

I think when it gets to this point we're already going to be in big trouble and this will just make matters worse. Wonder how our gold mining stocks will be high-jacked?
