I think they already restarted since the suspension. I read about a cap ex of over 75mm at Paramount ad they are proud of their top 10 cleanest rating. Can't find the piece on it but ALJ certainly spent a ton on keeping the Ca. refineries compliant with the regulations. Other states may have and most will go to vapor recovery at the pump.
