It is not impossible and, in fact, must be answered if HYSR is to ever license this technology. It is a straightforward task to measure the Number of Grams of H2 produced (output) by a given Number of Grams of Particles (input or Solar Collectors) in any given configuration. The measure of output divided by input (O/I) is ALWAYS a fundamental of engineering. At any given time, if that ratio of costs of each (i.e sales price of H2 and cost of Particle production) is too small to enable any commercial venture, then licensing, sales and everything else goes the same way as the hundreds of oil companies (bankruptcy) went with the value of crude oil! Said more simply, those particles ABSOLUTELY MUST be cheap enough and efficient enough to produce enough Hydrogen to be marketable BEFORE any commercialization can even begin.

2. Economies of scale have nothing to do with HYSR! Why? Because HYSR doesn't manufacture generators! Others companies will have to come up with manufacturing tactics to keep CAPEX down to tolerable levels so there is a possibility for profits from the sale of H2. Thus, the onus is on HYSR to make particles that can produce a lot of H2 over the lifetime of the particles to keep OPEX within reason. It is that result that can establish whether another can profit from making H2 with HYSR technology.

3. When all the excitement about the 1.55V result happened awhile back, the immediate goal became 1.7V which is probably required to be profitable. 1.5V was minimal and not commercializable - it did not produce enough gas. I don't know how that was calculated but I know that the 1.7V was central for HYSR to succeed. So when HYSR says:
"our focus is on improving photocurrents for our self-contained particles to boost efficiency and production volume in order to be commercially viable"
it is clear that what I am stating about Output/Input is the MAJOR necessity and concern.

For the company to state that they are close to the estimations is like saying that one is close to food and yet starves to death. This is NOT a game of horseshoes! Close does not count.

Real O/I needs to be revealed before any further consideration (at any given time) of commercialization.
