SWET's "project" defies laws of physics, so even if built, it won't work. And anyone putting up big $$ would double check with a couple of meteorologists & physicists first. Then, after getting laughed out of the room, would realize it's nonsense.

Hint #1: Humid air is LESS dense than dry air, so will not fall down the tower. Look it up.

"It is easier to fool someone, than to convince them they have been fooled."

For those that don't get it, it means that people need to be more careful, and do good due diligence.
