China had the severest winter in 30 years. It has actually caused Gansu Yasheng Industrial (Shanghai) to book a loss in Q1. Although the old assets in the West are affected the most, it still doesn't bode well for the new assets in the East. So they could argue that the company is worth less than $15/share. Again, if they detected even a minor problem with the new assets.

They don't have the money to pay us more than $5, neither do they want to. As long as 99% of us are happy campers with $5/share they can get away with it IMO.
