Agreed, VNDM is a dilutor. 10,000 is the minimum quotation size requirement for OTC stock priced between $0.0001–0.0999. Market makers do not have to show their true order book.

VNDM only showing 10,000 shares to sell. Would almost guarantee they are the dilutor and will have plenty more to bring to the market. They had the 19 million they brought on and took off the market earlier.
