mCig does not need to be registered as an MME to be able to sell Rollies or rolling services. All they need is to to be registered as an MME agent to perform all the functions an MME is allowed to perform. A good example of this is the contract Greenleaf signed with Agritec. Agritec does not have an MME license. They are licensed as an MME Agent for GreenLeaf.

mCig's contracting license also follows a similar structure. Although it's more formally defined in the rules. Ron Sassano held a general contractors license. He formally assigned the license to mCig by filing with the State's Contractors Licensing Board. Consequently, mCig is now a licensed contractor. In contrast, there doesn't appear to be any formal requirement for mCig's licensed officer to formally file an assignment with any state agency (the same holds true for insurance agencies).
